Sup ATL man,
Without even looking at your gear closely your hit is way too high. If you have some extra gear that you can sup out for some of that hit gear that would be great, to get some more crit, sp or haste. Basically shoot for anywhere around 340-368 hit, even though 340 is not hit cap when you are in a raid with buffs you will be hit capped.
Looking at your gear closer, your headpiece is awesome man, but since your are destruction swap out your meta for %21 crit rating and %3 crit damage (chaotic skyflare diamond).
For your shoulders grab the shoulder enchant out of wintergrasp that is 23 sp and 15 res, better then nothing. Since you are enchanting, enchant those rings when you can with sp. Also grab a belt buckle thingy out of the gbank and add a socket to that belt and slap a 19 sp gem in there. Your glyphs are good to go.
Your talent tree looks perfectly fine for destruction.
As far as rotation, a normal destro rotation would be:
CoE -> imm -> conflag -> chaos -> incin (2x under backdraft) -> incin filler until chaos, imm or conflag can be reapplied. You should be able to, at least, get two conflags off for every one immolate.
Let immolate tick until it's done, no reason to reapply until it's done. Generally just use your backdrafts, for chaos and incinerates not for reapplying immolate.
When should you use different curses?
CoE if you are the only lock. CoD or CoA if another lock is rolling CoE and depending on how long the boss fight is or how much time is left. There is much debate about using CoD vs CoA, but blah, just do whichever you want. For longer fights I usually have enough time to roll two CoD's and then CoA towards the end of the fight.
For a goal, with your gear, you should easily see above 3k dps if not closer to 4k+ from most boss fights all the time.
